hull to base and hull, holding your tape measure at
an angle as necessary. When measuring so, any

oversized parts of the models like wings, tails,
weapons, backpacks, banners, etc. This rule is
intended to ensure that models don’t get penalized

This is something I see different people playing differently all the time. When measuring a distance, some people only take into account the horizontal (shortest way). Others measure straight-line as described here (medium way). Others measure across, then up (longest way). Obviously makes a big difference in a game which one you do.
Maybe it's a pipe dream that people will start playing the same way... but a man can dream.
