It creates area of effect and only snap shots can hit Swooping Monstrus creatures or zooming fliers.

I think it's a question of whether these count as "attacks" or not.

It's not clear that Imhotekh's power is an "attack", and even if it is, the storm doesn't "roll to hit" per se, but it does only hit each unit on a roll of a 6...  is that like a roll to hit?  I don't know.  I think this FAQ needs an FAQ.

RAW also says in the faq that only snap shots can hit them in addition to anything with the skyfire rule.

If I was judge (I'm not) I'd say that Immotekh's power works, Njal's doesn't.  Just because Immotekh's more a global effect, Njal is more an attack.  But that's more a gut feeling than something reasoned out.  If they both had to be the same way, neither should work.

I am going to put it into a Different Perspective for you Matt because I will disagree that Imotekh's Does not work against flyers.

You roll a D6 to see if the Power Manifests against a Squad. If it does you automatically hit d6 times. You are not rolling to hit cause you are not using the BS to hit the target. So therefore if a Flyer is Zooming Imotekh's power would not work against it.

Of course this still leaves open the question of whether global effects that are not "attacks" or "weapons", like the storms of Njal and Imhotekh, can hit flyers.   Mike Brandt says, yes they can.

I fail to see how rolling a 6 to see if the Lightning bolt strikes an unengaged unit is different than rolling a 6 to hit.

You are rolling a 6, and if the 6 is rolled the model is hit with d6 s8 ap5 attacks.  You did not roll to hit, the 6 is not a "to hit" roll.  You are rolling to see if the effect is generated and if the effect is generated you get d6 hits.  There is no "to-hit" roll involved
