i'd say dark elves, dwarfs, or empire. i hope you're not using this as a premise for choosing an army, the games aren't that fun. either your opponent is not prepared for it and gets blasted into oblivion, or their army eats gunlines and you'll want to call the game on turn 2 or 3.

My Chaos Dwarfs:

2 blocks of 20 blunderbusses
1 block of 12 blunderbusses
2 blocks of normal warriors
2 death rockets
1 earthshaker
2-4 bolt throwers

For sheer number of shots, it is Dark Elves hands down.  Every model in your army can have repeater crossbows or handbows.  They also have powerful magic to back it up and some solid CC options.

Skaven also have Viable shooting (when it doesn't backfire) it is much easier to say which armies cannot shoot: vampire counts.  That was fast.

Don't forget the Wood Elves, their army is based off of archery.

Depends on what you consider most shooty: infantry, warmachines, wizards.

Empire can have crossbows, bows, handguns, cannons, mortars, rocket launcher and helblaster
Wood Elves can have bows in mass amounts
Skaven and use jezzails
Tomb Kings can amass bow fire
Lizardmen can have blow pips and javelins
Dark Elves have repeater crossbows

Just about most armies can amass shooting except WoC, BoC, VC at the top of my head.
