It's not even just the math, though I'm positive thats going to cause immense problems, when someone goes .1% over their character limit.

Theres a good combination of rumors that I've heard and its just going to be a huge headache... especially when not everyone is 100% on the current rules (myself included)

There's a lot of interesting stuff, mixed with a lot of OMG WTF are you thinking.

Percentages are not that bad, it's usually a round up/down to get you a solid number and away you go.

If half of this list goes through, we'll be playing catch up on the rules for a while.

Cuz that kinda screws the army choices, I mean some armies have characters you just take because they leaad the army as an above average unit.  Other armies, characters are the main part of your force.  So, unless all codexs will just become more and more similar in their army options I can't see how that system is benificial.  And if all armies are going to be created equal then whats the point of different armies other than the look of the models?

the rumors ive heard is that so much of a percentage of your army MUST be characters, so in snese of realism 10,000 men would not be lead by 1 guy itd be between 5 or so...

the "must" factor is just a rumor i read, but its not as bad to army choices as saying "you have only 10% of your army to spend on characters" because, yes the fewer character armies would need to spend more points on characters, but its getting people to try new characters and the many character armies wont even care.

i think fantasy would get away with this much more easily than 40k though...

In seriousness though, the past editions of Fantasy did this.  If you play a 2000 point game, that means you can have a max of 500 points of characters.  I can think of no army that would be hindered with that restriction.  Sure it might reduce some playstyles of people that like herohammer, but it won't make an army invalid compared to others.

With a lot of the newer armies though, they are getting "Heroic" unit champions that definately add to the army for characters, Beastmen certainly come to mind with Ghorros and the Ungor hero. I'm sure the undead/magic reliant armies are certainly going to get a major powerboost to their magic users or just get a butt load of Heroic Unit champions that can cast spells with the best of them.

necromancer unit upgrades?  I feel bad for those out there that root for the necromancers, these poor guys just keep getting debuffed.  Once they were powerful sorcerers that just happened to be alive but have a thing for stiffs.  Now, they've become whiney goth wanna be's that follow vamp's around like teenage girls flock after that twlight kid.

from one thing i saw, "ogre" sized models will only need to go 3 wide to recieve a rank, but that goes for everything that size, which is one of the good things
