What you SHOULD do is buy units that look like they will be fun to model, paint, and use in-game. If you want to take something, just do it. your first army probably shouldn't be entirely geared towards being 100% effective in a competitive setting. I've been doing this for 8 years and i still don't bother. I mean, why spend money on something that isn't enjoyable in every aspect?

Like prostitutes.  At first it's enjoyable, but then you start to cry when it's done.

I bought wolves because I loved the way they looked, it wasn't until after I bought them that I realized they would also be kick ass on the field. I am a perfectionist and like to win, it's a flaw, and makes me try and perfecet armies, but also makes me win. I am planning on facing some tougher opponents with great armies, so I want to have a great army for when I play the,. this isn't my learn to play efficiently army, it's gonna be my kick experienced players' butts army.

looks like a great list my only suggestion is the 2 wolf guard with the thunderhammer and powerfist do not need melta bombs so that is 10 points you can spend for upgrades somewhere else.

I had 10 points left over and didn't know what to spend them on, any suggestions as to wear to put them would help.

I think for my first army I did pretty well. I just hope it plays as well as I hope.

Here would be my suggestion take the 10 points from the meltas, 10 points from the storm bolter on the Land Raider, And take out MOTW in the scout sqauds for an extra 30 points.  Take those 50 points and give your rune priest Master of the Runes which will allow him to cast two powers a turn.

If you do not make him a Master then if you use a psychic power on your turn then that same turn he can't make the test for the Force Weapon. Master lets him make two Psychic Tests per turn, a Force Weapon requires a Psychic Test to drain someone that has been successfully wounded. Besides the Force Weapon it allows for more flexibility, Psychic Shooting attack and a 4+ Cover save for a unit each turn basically.

Blame Derek for promoting a family friendly atmosphere as I shy away from an awesome albeit quite obvious joke about the average warseer user.
