I am new to 40k, run space wolves and need some help here.

 I have a battleforce, 2 generic packs of 10 wolves, a rune priest in terminator armor, a rhino, Canis Wolfborn, a land raider crusader, and 5 long fangs. With the battleforce and 2 packs of generic wolves, what should I make? I was thinking 29 grey hunters, 1 lone wolf, 5 guard, 10 scouts. Is this good or bad, if bad why and what changes should be made and why.

Any advice would REALLY help me.

Rune priest in terminator armor is good, its the only way to give them and invulnerable Save.  And its a fairly cheap/versatile for all that a rune priest can do. 
29 Greyhunters is nice, make it and even 30 so you have a solid core of 3 full sized grey hunters, and take advantage of the free/discounted special weapons.
Longfangs are difficult, Split fire is nice but you dont have ablative wounds like a real Space Marine Dev squad, it really depends on what their armed with, I suggest Las/plas cannon combo or full out las.
Lone Wolves, a one model eletes choice? Save the room for better options, like scouts and a pile of wolf guard.

Getting to the last and in this case probally best part of the wolf army. The scouts.  For 200ish points you get 2 melta guns, 2 power weapons and 10 meltabombs, with a 50% chance to show up behind your enemy.

Glad to see that your not wasting your points or models on bloodclaws

So, get rid of the lone wolf and replace it with a grey hunter? I was gonna go with 2 las cannons and 3 missile launchers. Thanks haha, I hate blood claws, they seem like a waste of breath.

The small size of the longfangs squad is regrettable, but in time you will need to kill vehicles.  I'll put in a gentle recommendation for lascannon.

Or for another 30 points, you can take a Land Speeder with 2 Multi-melta's.  Don't know if Space Wolves get those, but if they do, I think they're worth the investment.

Well, yes. Blood claws are worthless in this addition, 100% agree with you there. I hate bikes and think they can go crash somewhere and burn in a ditch. (no offense). Yeah, I agree that I don't have enough longfangs, but until I can get more money to get another 5 I am good and they can survive, they are spacewolves afterall. Here is the army I was thinking of so far: It's about 2200 points:

30 grey hunters
Squad 1 (275 points)

Why take Canis if your not going to take advantage of his special rules.  You would be better off taking those 200 points andputing them into another squad of Grey Hunters.  3 troops at 2k is low and any objective missions you will have a hard time with.

I don't have the models for fenrisian wolves or Thunder wolves in order to make packs/cavalries of wolves, and no more pieces for greyhunters, while I DO have Canis. It's really what I have to play at the moment. If I had more G. hunters or wolf models I would do either, but at the moment I don't. I am gonna re-edit the army today actually if I have time and try to take out all the excess to leave a strong and stable army rather than a superfluous one. Would you say that just taking canis out and leaving just the Rune priest as an HQ until I get wolf models would be a better decision than having him in? I threw him in because he is great in close combat.

Yes.  Short answer.

Long answer.  If you want to keep the model on the field try fielding him as a Wolf Lord with a Belt of Russ and 2 wolf claws and saga of the warriorborn.  Not only does this give him much better hand to hand potential but also gives him a 4+ invuln something Canis himself is lacking greatly.  Next thing you might want to do is make sure he has cover because a T wolf cant group with any unit he will be singled out and shot to pieces.  So best strat is to either keep him behind moving cover or save him for another day and maybe pick a Wolf Lord on foot to lead your army.

What you SHOULD do is buy units that look like they will be fun to model, paint, and use in-game. If you want to take something, just do it. your first army probably shouldn't be entirely geared towards being 100% effective in a competitive setting. I've been doing this for 8 years and i still don't bother. I mean, why spend money on something that isn't enjoyable in every aspect?
