Casters use implements to boost the attacks of their abilites but if you have a power on the weapon does it work when you are using it as an implement?

Example: A sorcerer uses a staff/dagger that is wounding.  If he hits with his attack can he use the daily ability of the weapon to deal on-going 5 damage?  Or because its an implement and not actually striking the target does the daily weapon power not work?

I *THINK* it has to do with the "Range" of the power being used, Kev.

Well, based on the entry under Staffs on pages 240 and 241 of the PHB it looks like you are able to use powers tagged to weapons so long as the class you are using allows for the weapon to be used as an implement and the power involved has the implement keyword.

The wording doesn't seem to restrict the use of the weapons powers at all, so for all intents and purposes it should act exactly like an implement when it is, in fact, being used as such.

The example you've used seems a little weird (dagger using wounding power at range), but unless the rule is addressed elsewhere it seems like its kosher.

If you are using a weapon as an Implement, the only thing you do NOT get to use is any proficiency bonus you get for using the weapon. For example a Longsword is proficeincy bonus +3 for swinging with it, and say you have a +1 Longsword of Wounding. You use the sword as an Implement for a power, you are allowed to add +1 to hit and not the +3 proficiency bonus at all, but you are allowed to use its Daily power attached to said weapon.

however if a sorcerer uses a dagger in melee (using the blade channeling feat) wouldnt he gain the proficiency bonus since he is "swinging" with the weapon. I believe weve debated this before and it was clarified but since kev started the post i felt itd be useful to post the answer.

you would only get the bonus if the power you were using was actually channeled through the weapon as part of the attack.  If you use chaos bolt, it would not get the proficiency bonus but would get other bonuses.  It all depends on what ability your using on the opponent, melee attacks will get your the proficiency bonus because its relevent to how well you wield the weapon.  Shooting acid out of a dagger at someone has nothing to do with how well you fight with said weapon.
