in the Space Marine Codex, it says that the Master of the Forge can have a boltgun or a bolt pistol, the conversion beamer says that it replaces the boltgun, but doesn't say anything about a bolt pistol, so my question is: can i have a conversion beamer and a bolt pistol?

No.

If you choose to have a bolt pistol instead of the boltgun, then you can't exercise your option to get the conversion beamer (since you won't have a boltgun to replace).
