If Reece and Yakface (there's a thread on Dakka) say those tournaments are part of it, there is no real reason to doubt that. 

That being said, this is clearly a first draft, and I'm sure a few rulings will change.

I'd rather not see a widely untested ruleset implemented at BG in haste. We're not yet a year into the edition, and a fair number of larger annual events have not yet had a crack at 6th edition.

There is still value in looking at these ruleset drafts and considering the questions they raise. I would prefer FAQs/Errata avoid simply restating the rules, and rather interpret them and the unique interactions that arise.
