Warmachine, conversions and tournaments

I flipped through the more recent No Quarter and they had something in the back- A conversion of Darius.

It made Darius look so awesome.  So much so I was considering a Darius myself (despite his awful rules). Did it look like Darius?  Yes.  It had his weapons but he looked like a lot less like a toilet and a lot more like a warcaster.

My question is, if I use all PP stuff, can I also do conversions provided the weapons are modeled appropriately, etc.  While the general consensus locally will probably be accepting, will it be accepted in a normal outside of our community?  Is it a TO thing or is there an official rule about conversions?

I believe the steamroller rules cover conversions.
