Timing question

Suppose a warlock/warcaster like eAsphyxious, has his 7 focus/fury and uses a spell which places an aoe cloud completely within their control area.

does the 2 come off before placing (giving it 10" range) or does it after casting is done (adding another 4" to the potential range).

also, what efect does a cloud within a cloud give to a unit behind them above the normal benefits of a cloud?

Your control area is always double your focus stat, regardless of how much focus is currently on you.

Multiple clouds have no cumulative effect.

So what's the downside to eAsphyxious? It seems like he stands way above the rest except maybe eSkarre

Just about everyone but eGoreshade is fantastic. Cryx doesn't have a lot of stuff that doesn't do well.
