Not to ruin the good time, but "It's?" is not a grammatically correct sentence. The shortest grammatically correct sentence in the English language is simply "I am." In order for Bob to be correct, technically, he would have had to write "It is?"

Hey.  This is English.  There has to be an exception to every rule, including the one that says the shortest gramatically correct sentence in the English language is "I am."  Therefor, "It's?" must be valid.
