Shae's new tier list... what?

So, Shae got a new tier list in the upcoming no quarter, and it seems a little odd.

Warcaster - Shae
Warjacks - non-characters
Units: High Shield Gun Corps, Ogrun Assault Corps, A&H, Press Gangers, Sea Dog Crew
Solos: Thor Steinhammer, Ogrun Bokur, not-McNaile/Meg/Bradigan Pirate solos

Tier 1: -1 PC to Assault Corps
Tier 2: Free High Shields UA
Tier 3: For every 3 character solos, one Rhulic model/unit gains AD
Tier 4: +2" deployment zone


I don't know the requirements yet, but it is pretty easy to imagine what they are based on the benefits. On the one hand, I think Thor on a rockram with shae's feat, and coup de main will be awesome, but on the other hand, this is just so... strange, searforge and talion charter?

this looks like a teir i'd play but i don't want to buy more models until i finish painting what i got.
warmachine has the only dwarfs i like from any fluff.
