I agree. Hordes is a bit tougher to work with at smaller point levels in terms of bringing things other than beasts. Circle in particular can hit some roadblocks since they typically want more heavies than lights.

At Temple I only remember there being two Hordes players - Skorne and Legion. Unfortunately the Skorne player didn't have the best partner (Khador w/ pButcher) so its hard to give a fair estimation of his list. The Legion players was partnered with Cryx, and it was a pretty lethal combo. Lesser beasts are a godsend in low point games.

Ed, Rich, Calder, Sean, and I have played team games before. There wasn't much laid out for us we pretty much just took our normal 35pt lists and played until one caster died.  We also allowed our team mate to count as friendly but not FF (I think that's what we came to) unless we were both same faction.
Yeah, some whacky shit happened on both sides... But nothing over the top.  Like most things, the balance is both teams can break stuff.

I felt like these games worked well enough. Scenario I feel might be a clusterfuck though, and the fact that only one person had to die really made you work as a team so neither person lost. Plus the points didnt feel all that bad... Ed and I had fairly heavy infantry lists (eGaspy + Ashlynn) and other than a few occasions where models stepped in toes it was fine. Also it was a blast for people to get spells and buffs their faction never had access to (maybe an iron fleshed bane knight, or quickened forge guard?) some real fun can be had. 25/35 is fine. 35 worked and would be great if any of us sat down and worked on lists together.

Just some casual but real world experiences.

The way I look at it is that if two people use the same army then they're employing combinations the game designers intended to have exist. With that in mind I'm totally okay with two people playing the same faction and counting as friendly or friendly faction.

When you go outside of that then you can make some pretty stupid combinations that probably shouldn't happen, and so I think if you aren't the same faction you should be considered neutral.
There are lots of crazy combinations out there that don't rely on being friendly. I was just thinking a pKreoss/Ossyan drop and pop list would be fun. A combination of eDenny/Harby/Old Witch/Gorten, eMagnus could be hard to deal with for scenarios.

I think there should be a benefit for going for theme and doubling up.

It only effects enemies. Your partner is considered both non-friendly and non-enemy. Your partner's army is just some randomly benevolent force that's assisting you for some reason, and your army is just rolling with it.
