I was reading on a website and it said to not use GW's paint directly out of the pot. It said to thin it out so it is the consistency of skim milk. I was wondering if this is true.

Thin paint > thick paint. It will give a better finish even if it takes more coats.

So do I use just water? Cus it also said he used a couple drops of dish liquid to make it get into the tiny cracks.

yes, both are fine and he's right about the dish liquid. as your painting skill improves, you'll want to start mixing in things like matte mediums, various flow improvers, and drying retarders etc.

If I am diluting for a wash I use straight water, if I am trying to get an even coat I use windex. Just practice with water first because windex causes the paint to dry very quickly.
