edh questions

just some odds and ends questions on the format:

1. can i have legends in my deck besides the general?
2. are silver bordered cards allowed?

and some that ive heard come up:

1. can you include cards with a split mana symbol if you have a general of only one of the color options?
2. same question but with split cards like fire/ice
