Plasticard or similar material, punched out into tiny circles the size of rivets. It's the easiest way I've seen so far.

Another option for larger rivets is to use common/straight pins. Cut the head off the pin and use that as a rivet. I've used this technique on a few models and it looks pretty good. You can get 500 for 2-3 dollars.
